Lets start by choosing the image we want to make a simple border for.

Choose the brush tool

Choose any brush with the shape of your choice

Convert the background to layer by double clicking on the background on the layers window

Create a new layer and start brushing with the brush tool

Move the original image layer Layer 0 above Layer 1

Create clipping mask by Holding the Alt key and clicking between the 2 layers

Now you created a nice border so simple

You can create the border in any shape you like!
